iPhone buying limited?

I’ve seen several news over the web around the current limitation of the buying of iPhones from Apple. The supposed to be limitations were only 2 iPhones per person and only by Credit Card (not cash). I cannot verify for the payment, but for the limitation, the Apple Store website shows only a limitation of 5 iPhones:
